Green Procurement Reporting for Departments and Agencies not bound by the Federal Sustainable Development Act

Green Procurement

As of April 1, 2014, the Government of Canada will continue to take action to embed environmental considerations into public procurement, in accordance with the federal Policy on Green Procurement.

Infrastructure Canada is committed to addressing the Policy on Green Procurement, and will continue to incorporate environmental considerations in its decision-making processes for all procurement.

Expected Result: Implementation of innovative and up-to-date procurement processes and controls to find opportunities for the improvement of procurement practices, and environmentally responsible disposal of goods.

Departmental approach to further the implementation of the Policy on Green Procurement in place (as of April 1, 2014).

Infrastructure Canada will continue to:

  • Include standard/generic environmental clauses in the terms and conditions of its service contracts, and look for additional ways to include environmental considerations into the procurement of contracting services. (Ongoing).
  • Consider standing offers from Public Works and Government Services Canada, including those with green procurement clauses. (Ongoing).
  • Purchase office supplies and goods taking into account green procurement principles and objectives such as ensuring that printing paper is recycled paper (30 percent recycled or higher), instead of regular paper, and that business cards and employee name plates are printed on recycled paper and used the Eco Logo symbol. (Ongoing).
  • Continue to promote green meetings and reduce the use of items such as paper cups and disposable dishes that go into landfills. Employees involved in meetings and conference arrangements are encouraged to purchase goods from companies that offer greener catering. (Ongoing).
  • Continue to promote the use of video conferences and teleconferences as an alternative to travel expenses, and continue to use government travel services to encourage employees to use sustainable methods of transportation, to select green hotels, and promote green meetings within the Department. (Ongoing).

7.2.1.5. Leverage common use procurement instruments where available and feasible. The Department is seeking to reach "Exceeded" status, as defined in the Greening Government Operations (GGO) implementation guidelines for this target area.
7.2.2. Incorporate environmental considerations into procurement instruments (Public Works and Government Services). Since 2008-2009, the Department has worked with the Client Engagement Sector, Public Works and Government Services Canada, to analyze its spending patterns and to identify opportunities for improvement in its procurement practices. (Ongoing).

The Department will continue to increase awareness of the Policy on Green Procurement among managers.
Additional Activities Targeted Performance Level
  • Infrastructure Canada will continue to use multi-functional printers in common areas to reduce the overall number of print, fax and scanner devices needed. Since 2012-2013, usage-based audits were used to guide a reduction in the number of multi-function printers, shifting printers to address departmental needs and increasing the number of employees sharing each device. Energy Star certified computers, monitors and standalone printers were purchased when available, and empty toner cartridges were returned to vendors for recycling.
  • Infrastructure Canada will continue to purchase and lease energy-efficient equipment from companies that supported environmental programs that had recycled content and recycling programs. The equipment uses multi-function photocopiers and printer machines to reduce energy consumption, used recycled toner cartridges, implemented a policy on standard shared printers versus personal printers, and ensured that default settings on printers and photocopiers were set to print double-sided and on black and white.
  • The Department will continue to implement material recycling bins in all locations, and to ensure that all defective and end-of-life telecommunications devices and accessories are sent to vendors for recycling where they are re-used as telecommunications devices, and employees will continue to use USB memory sticks which provide more storage capacity, instead of CDs and DVDs.
  • Continue to update its contracting systems to identify, and track the number of contracting services transactions that include green procurement information.
