The P3 Canada Fund has invested over $1.3B in 25 large or complex infrastructure projects across the country in a variety of asset classes. These P3s have combined capital costs of over $6B and have resulted in savings of approximately $1.9B compared to traditional procurement approaches.

Barrie Transit Facility Project (Barrie, ON)

Project Description

Barrie, Ontario, October 13, 2011 - The renovation of the Barrie transit facility will provide enhanced operation and maintenance services to sustain the current bus fleet; improve operational efficiency and quality of services; increase transportation ridership; reduce greenhouse gas emissions; produce direct economic and social benefits for Barrie both during and after construction; and encourage competitive bidding on the operations and maintenance of the City's fleet. With the P3 approach the City will be moving the operations and maintenance to a performance based contract providing higher quality bus operations and services for its citizens.

Once selected, the private sector proponent will design, build and finance the construction of the transit facility in addition to the operation and maintenance of the City's bus fleet.

Biosolids Management Facility (Greater Sudbury, ON)

Project Description

The project will include the construction of a centralized wastewater sludge treatment and bisolids end-product storage facility at the existing Sudbury Wastewater treatment plant.

The P3 contract will allow the City of Greater Sudbury to transfer the risks associated with the construction and operation of the facility to the private sector. The P3 model will provide an estimated Value for Money savings of $11.1 million compared to a traditional procurement.

Once selected, the preferred proponent will be required to design, build, finance, operate and maintain the Biosolids Management Facility. The private sector proponent will be responsible for financing project costs during construction and either provide financing or a letter of credit over the term of the operating contract.

The new facility will respond to the current restraints placed on Greater Sudbury's disposal practices; build an environmentally responsible and sustainable plant that is safe to all surrounding communities and residents; and deliver a long-term, modern approach to wastewater management.

Chief Peguis Trail Extension (Winnipeg, MB)

Project Description

The project is comprised of several features including a grade – separated intersection to ensure the safety of families in surrounding neighbourhoods; multi-use pathways to encourage walking and cycling; a pump station and dry pond to accommodate peak rainfall periods and to prevent flooding of the underpass; and sound attenuation and berms to reduce traffic noise.

The private sector contractor, DBF2 Limited Partnerships, is responsible for designing, building, financing and maintaining the trail over a 30 year period.

By drawing on the expertise and innovation of the private sector, the City of Winnipeg was able to open the Chief Peguis Trail on December 2, 2011, on budget and one year ahead of its expected completion date.

This P3 model will provide an estimated Value for Money savings of $31 million (17. 6%) compared to a traditional procurement.

Downtown Eastside Housing Renewal Project (Vancouver, BC)

Project Description

The project will include the renovation and restoration of 13 provincially-owned Single Room Occupancy hotels into safe, clean social housing units, in Vancouver's Downtown Eastside.

The private sector contractor will be required to design, build, finance, and maintain the project. The P3 contract transfers considerable risk which is anchored by the requirement for construction and long-term financing.

The P3 model will provide an estimated Value for Money savings of $5.2 million compared to a traditional procurement.

This project will respond to the current housing restraints of the Downtown Eastside; reduce the number of people at risk of homelessness; improve living conditions for residents; restore the heritage features of these century old buildings; and deliver invaluable social benefits to its residents.

Edmonton Light Rail Transit System (Edmonton, AB)

Project Description

The City of Edmonton's new Light Rail Transit System project includes the construction of the southeast leg of the Southeast to West light rail transit line (Valley Line), running 13.2 km from Mill Woods to downtown Edmonton. The line is an urban style low-floor LRT that will integrate directly into existing communities, with an initial projected daily ridership of 28,000 passengers, increasing to 49,000 by 2044.

The project also includes the construction of a signature bridge spanning the North Saskatchewan River, a 350m tunnel, and an operations and maintenance facility for the new line.

As a P3, this contract will transfer significant risks to the private sector over the whole lifecycle of the project, allowing the City of Edmonton to realize greater value for taxpayer's dollars.

The private sector contractor will be responsible for designing, building, financing, operating and maintaining the new Light Rail Transit project over a 30 – year period.

Evan Thomas Water and Wastewater Plant (Kananaskis Country, AB)

Project Description

Kananaskis Country, Alberta, September 12, 2011 - This project includes upgrades that will address the treatment plant's current capacity constraints; bring the treatment plant back to environmental compliance; replace the aging infrastructure; and deliver public health benefits through the introduction of leadership standards for the area's potable water. Once selected, the private sector partner will design, construct and provide partial financing for the Evan-Thomas Water and Wastewater Treatment Facility project. The partner will also be responsible for operations and maintenance of the new water treatment plant, the new wastewater treatment plant, and the water storage and distribution systems for 10 years after construction is completed.

GO Transit East Rail Maintenance Facility (Whitby, ON)

Project Description

The new GO Transit East Rail Maintenance Facility will be located within the Town of Whitby. The location was chosen for its favourable characteristics including: availability of property, compatible zoning, property size and shape. An investment in this project will allow GO Transit to increase maintenance capacity and expand reliable public rail transportation through the GTHA. This facility also supports expansion on all corridors to benefit expansion on all existing GO lines.

The proposed project is comprised of the following major components:

  • 18 storage tracks
  • an electrical substation for power supply to facility and trains
  • progressive maintenance bays for train inspection and maintenance
  • coach, diesel, paint and wheel shops
  • locomotive and train wash buildings
  • a fuelling station
  • staff offices

As a P3, a competitive tendering process will be used to select a company to design, build, and finance the new maintenance and storage facility and to maintain the facility throughout the contract term.

Iqaluit International Airport Improvement Project (Iqaluit, NU)

Project Description

The Iqaluit International Airport Improvement project includes a new airport building; expanded aprons for planes to park; new lighting systems; an upgraded runway; and a new combined services building that will house the fire-fighting vehicles, support equipment and the heavy equipment that maintain the runways. The project will mean significant job creation, direct and indirect, as well as training and economic development opportunities for Iqaluit and Nunavut as a whole.

A private partner will be chosen by the Government of Nunavut through a competitive selection process to design, build, finance, operate and maintaining the publicly owned airport for a total concession period of 30 years.

Kokish River Hydroelectric Project

Project Description

This low-interest loan is the first of its kind in Canada and will help the 'Namgis First Nation to build equity in the 45 megawatt run-of-the-river hydroelectric development located within 'Namgis core territory. The infrastructure is producing electricity for sale to BC Hydro under a 40-year Electricity Purchase Agreement. A portion of the revenue generated each year will be directed into a 'Namgis Community Benefit Fund.

Lac La Biche Biological Nutrient Removal (BNR) Wastewater Treatment Facility (Lac La Biche County, AB)

Project Description

Lac La Biche County, Alberta, July 14, 2011 - Through this project, the Government of Canada, the Province of Alberta and Lac La Biche County will partner with the private sector to design, build, operate and maintain the Lac La Biche Biological Nutrient Removal (BNR) Wastewater Treatment Facility. The project will include: construction of a new biological nutrient removal wastewater treatment facility, which will have the capacity to service 15,000 residents; reconstruction of the lagoon berms; disconnection of the existing forcemain from the lagoon and the rehabilitation/replacement of the existing aeration equipment. This project will respond to the current constraints placed on Lac La Biche's disposal practices; build an environmentally responsible and sustainable plant that is safe to all surrounding communities and residents; and deliver a long-term, modern approach to wastewater management in the County.

Lachine Train Maintenance Centre (Montreal, QC)

Project Description

Montreal, Quebec, February 25, 2011 - Through this project, the Governments of Canada and Quebec and the AMT will partner with the private sector to design, build and finance a facility required to maintain the current and future fleet of the AMT's commuter trains. By facilitating minor and major maintenance operations using modern equipment, the new Lachine Maintenance Centre will enhance service reliability to the benefit of all transit users. Partnering with the private sector to deliver this project as a public-private partnership (P3) will leverage private sector expertise, allow the transfer of design and construction risks to the private sector, and generate positive value for money compared to traditional procurement, to the benefit of taxpayers.

Lincoln Station Project (Coquitlam, BC)

Project Description

The Lincoln Station Project (Coquitlam, British Columbia) will result in an additional transit station built as part of the Evergreen Line Rapid Transit Project. The P3 model for the Evergreen Line will provide an estimated Value for Money savings of $134 million compared to a traditional procurement.

This transaction serves as a model for private sector partnership in sponsoring the development of public infrastructure, through a unique partnership between the City of Coquitlam and Pensionfund Realty Limited, a privately held real estate company.

The proposed project includes:

  • Construction of the station house, platform, plaza area;
  • Provision for future secondary station access
  • Operational facilities; and
  • Ticketing machines and fare gates.

The construction of this Lincoln Station will encourage greater use of public transit; support the city's densification and urban development strategies; reduce greenhouse gas emissions; and support economic development in the area. It will bring more rapid transit access to this fast growing area of Coquitlam, improve transit linkages and reduce traffic congestion.

North Saskatchewan Bridge (Edmonton, AB)

Project Description

The North Saskatchewan Bridge project includes the construction of two new major bridge structures spanning the North Saskatchewan River between 130 Avenue and 153 Avenue in Northeast Edmonton.

This project is a significant subcomponent of the Northeast Anthony Henday Drive project and will be Alberta's first P3 project to involve a major river crossing. The P3 model for the Northeatst Anthony Henday Drive will provide an estimated Value for Money savings of $371 million compared to a traditional procurement.

An investment in this project will help the Province of Alberta complete the Ring Road system and provide a major river crossing in the Northeast quadrant of Edmonton.

The private sector contractor,Capital City Link General Partnership, will design, build, partially finance, and operate and maintain the project over a 34-year period. The first four years will be the construction phase.

Organics Biofuels Facility Project (Surrey, BC)

Project Description

The organics biofuel facility will process residential and commercial kitchen and yard waste into a renewable fuel, which will then be used to power vehicles, including the City's new fleet of 100% Compressed Natural Gas waste collection trucks. The facility will be situated on City-owned property located in Port Kells adjacent to the Surrey Transfer Station.

The City collects waste from approximately 100,000 homes. Based on recent studies, Surrey has concluded that approximately 65% of its residential garbage is comprised of organic waste that could be diverted for this purpose.

Under the DBFOM model, a private partner will be chosen to design, build, finance, operate and maintain the facility in a long-term agreement.

Regina Bypass Project (Regina, Saskatchewan)

Project Description

The bypass plan features new roads, service roads and overpasses that will make traveling around Regina faster and safer. A twinned highway begins at Highway 11 northwest of Regina, and continues south to Highway 1.

The bypass route runs approximately 5 km south of Highway 1, past Tower Road, before re-connecting with Highway 1 on the east of Regina. The project will also include three overpasses at Pilot Butte Access Road, Highway 48 at White City, and Highway 46 at Balgonie.

The contractor, once selected, will design, build, finance, operate and maintain the project over a 30-year period. Construction of the bypass is anticipated to take three and a half years and the P3 model is expected to deliver the project on time and on budget.

Regina Wastewater Treatment Plant (Regina, SK)

Project Description

The City of Regina's Wastewater Treatment Plant project will increase City's wastewater treatment capacity and modernize the facility, through upgrades to the primary (non-organic) and secondary (organic) treatment processes, and the construction of a new tertiary (bacterial) treatment process.

The new system will provide treatment capacity for a population of 258,000 and significantly reduce ammonia, nitrogen, phosphorous, E. Coli and suspended solids levels from entering the water system. As a P3, this contract will transfer significant risks to the private sector over the whole lifecycle of the project, allowing the City of Regina to realize greater value for taxpayer's dollars.

The private sector will be responsible for designing, building, financing, operating and maintaining the new Wastewater Treatment Plant over a 30 year period.

Residuals Treatment Facility (Greater Victoria, BC)

Project Description

The Residuals Treatment Facility is a linked component of the Capital Regional District's (CRD) overall wastewater treatment program. The new treatment facility will be located at the existing Hartland landfill site and will produce Class A biosolids.

The P3 approach for the Residuals Treatment Facility will provide numerous benefits. Specifically, private sector innovation will be leveraged to transfer risks related to design, construction costs, whole life-cycle costs, operational risk and resource recovery. Once selected, the private sector proponent will be responsible for designing, building, financing, operating and maintaining the new Residuals Treatment Facility for a total concession period of 20 years.

The CRD of Victoria will have ownership of the facility at all times and will maintain accountability for the project through a performance-based contract to ensure that high performance standards are met throughout the life of the contract. This provides the CRD with assurances that it can hold the private partner accountable for performance thus protecting taxpayer funds.

Saint John Safe Clean Drinking Water (Saint John, NB)

Project Description

Saint John plans to construct a new 75 million litre per day drinking water treatment plant, three new 11 million litre storage reservoirs and 13 other water transmission system improvements. In addition to these projects, well site development will take place on the City's west side. The drinking water project will provide Saint John residents with cleaner, safer water and allow the City to minimize maintenance costs.

Saskatoon Civic Operations Project (Saskatoon, SK)

Project Description

The Saskatoon Civic Operations Project includes the construction of a transit facility and permanent snow storage decontamination facility as part of the Civic Operations Centre for the City of Saskatoon. The new site, located in Saskatoon's southwest quadrant, will provide direct access to the new Circle Drive South Bridge and road system, which will allow the City to move equipment, materials, and vehicles more quickly around the city.

Through a competitive bidding process a private sector proponent will be selected to design – build – finance - maintain both facilities at the Civic Operations Centre, and will operate the snow storage facility over a 25 – year period. At all times, the City retains full ownership of both facilities.

Saskatoon North Commuter Parkway and Traffic Bridge Replacement (Saskatoon, Saskatchewan)

Project Description

The project involves the replacement of the 107-year-old Traffic Bridge in the City's downtown core, the development of a new bridge crossing in the City's north end, as well as connecting roadways. Once the Parkway and the two bridges are opened traffic congestion will be reduced and travel times will be shorter for vehicles and public transit, resulting in reduced greenhouse gas emissions and improved air quality.

Southwest Rapid Transitway (Stage 2) and Pembina Highway Underpass Project

Project Description

Through the P3 Canada Fund, the federal government will contribute up to $137.3 million to the Southwest Transitway (Stage 2) component of the project, while the Province of Manitoba and the City of Winnipeg will each contribute $225 million. Once the route is opened, transit reliability and travel times will be improved, and congestion on local roads will be reduced.

The City of Calgary Stoney CNG Bus Storage & Transit Facility

Project Description

The new facility will provide storage and maintenance space for the City of Calgary's new fleet of Compressed Natural Gas buses as well as diesel buses that are currently stored outside of the city's other bus garages. The facility will be capable of housing up to 400 Compressed Natural Gas buses, including indoor vehicle storage, 40 maintenance bays, two steam bays, on-site natural gas compression, and Compressed Natural Gas storage distribution infrastructure, and administrative facilities. The new facility will allow for the servicing of existing diesel buses until the Compressed Natural Gas bus fleet is large enough to occupy the entire facility.

Tłı̨chǫ All-Season Road Project (Whatì, Northwest Territories)

Project Description

The Tłı̨chǫ All-Season Road will consist of approximately 97 kilometres of a new 2 lane road to the community of Whatì, including four new bridges and one large arched culvert. In addition to providing uninterrupted access to the community of Whatì, the Tłı̨chǫ All-Season road will greatly increase the window of winter road access to the communities of Gamètì and Wekweètì.

The procurement of the Tłı̨chǫ All-Season Road through a Public-Private Partnership will start with the release of the Request for Qualifications in February 2017. The federal government will provide up to 25 per cent of eligible project costs through the P3 Canada Fund.
